DOD Financial Audit Program Specialist
Dogwood Management Partners, a Tampa FL based Service Disabled Veteran Owned Small Business (SDVOSB), is seeking a Secret Cleared FIAR trained Department of Defense Audit Specialist with in-depth knowledge of DoD Financial Management Regulations for a key opening we have in Miami, FL.
Candidate Skill / Experience Requirements:
Conduct research and review of travel trends, disbursements and post updates to file data maintenance for audit compliance.
Deploy MIC Program information to users to facilitate preparation of MIC Program Certification Statements in a timely and effective manner to guide resources through identification of internal control interfaces.
Develop FIPs for each assessable unit.
Provide evidence that key supporting documents are maintained IAWFIPs and FIAR Guidance.
Provide business process narratives and flowcharts describing how personnel perform a specific business process and the controls required to mitigate the risks. Train the directorate FIAR and MICP lead on these processes.
Develop and maintain in SharePoint control catalogues to list identified internal control activities.
Provide detailed test plans documenting planned procedures.
Develop an audit readiness schedule and Plan of Actions and Milestones (POAM) as well as develop and update audit readiness sustainment and implementation plans.
Ensure Assertion and sustainment documentation include system and process flow documentation, risk analysis, control analysis, internal control testing, and evaluation of testing, and Corrective Action Plans (CAP).
Offer process and process controls training to government personnel that includes screen shots, job aids, specific system transaction details and documentation requirements.
Assist in presentations required in the review and approval process for all audit preparation and response packages.
Support service FIAR representatives to ensure common audit readiness strategies are in place, common practices are being followed, common products are being worked and common reporting tools/products are being utilized as part of ongoing FIAR sustainment activities.
Where testing shows deficiencies exist, the selected candidate will recommend executable corrective actions to meet assertion milestones.
Audit liaison activities between auditors and program personnel.
Coordinate correspondence between external audit agencies and the program office.
Coordinate on-site visits between the audit agency and the program office.
Review all audit requests, distribute requests, and establish task timelines.
Provide work papers to support balances on financial statements and support for transactions that may be requested during an independent financial audit.
Assist in developing research papers on financial accounting and auditing standards.
Prepare command level financial statements using the designated software application, assessing financial statement line item and segment deficiencies, and reporting progress status.
Prepare MIC Program related documentation and products such as the annual statement of assurance required by Higher Headquarters, the Internal Control Evaluation Certificate and, the Corrective Action Plan.
